Rindera albida
This strange looking plant has been referred to Cynoglossum in the past and perhaps there are some similarities but the gross hairiness of the inflorescence makes it stand out as something very different. There are a number of very hairy Rindera species and it is hard to distinguish this one from Rindera caespitosa. It is found in the mountains of Eastern Turkey and nearby Iran.
