Spiraea douglasii ssp douglasii Steeple-bush I
This introduction from America is actually quite common but this sub species is under recorded according to Stace. The pink conical flowers are obvious but to identify it you need to take a sample home to look at both flowers and leaves.
The species Spiraea douglasii has a peculiar distribution with strongholds in the north west of England, London and the Glasgow/Edinburgh lowlands. This probably reflects that it is used in parks and gardens and escapes in urban areas. Elsewhere in the British Isles it is dotted about here and there.
