Papaver somniferum Opium Poppy
This plant was found on some waste ground in a town and not in the countryside verges. It could be ssp setigerum which is found in southern Europe and is supposed to be more bristly on stem and leaves and sepals - unfortunately I didn't look closely and the stem looks no more or less bristly than ssp somniferum.
