This shrub is very similar to C. infesta (Thorny Broom) but perhaps with fewer thorns and, according to the texts, pods (these shrubs were not in fruit) which are hairy all over. Generally though C. infesta is a western Mediterranean plant while C. villosa can be found throughout including near eastern countries like Israel.
