Ononis variegata
I don't know where the "variegata" comes from in the specific name because this plant's leaves seem quote uniform in colour and are disntinctly blue. Perhaps "aeruginosa" which means green with a touch of blue would seem to be more appropriate. Otherwise this is a prostrate seaside plant whose leaves are markedly serrated.
